I have examined the accompanying Ordinance intituled

An Ordinance to modify and to add to the provisions of the Copyright

Act, 1911, in its application to the Colony of Hongkong,

and 1 all of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2.

This Ordinance was pa sed in accordance with the instructione of the Secretary of State contained ip his circular despatch of the 29th November, 1917, and previous despatches.

3.

Section 2 of the bill is based on the model rection which WAS enclosed in the despatch above specified.

Section 3 applies to the Colony the provisions of section 11

of the Copyright Act, 1911.
